Brief Job Description (essential functions of the job):
Under supervision of the Commissioner and Chief Landscape Architect, the Principal Research Analyst (Planner for Park Assets and Facilities) performs work of moderate difficulty in the planning, management and review of park assets and facilities.
This is a professional planning role requiring training, education and knowledge of urban planning, open space and environment planning issues, GIS, written, oral and graphic communication skills.
Responsibilities:
Conducts planning projects of varying complexity for park facilities expansion or replacement.
Performs planning research and analysis, creates GIS-based maps, and synthesizes and drafts reports and plans for Boston Parks & Recreation's (BPRD) planning projects.
Contributes to the development and updates of the City of Boston Open Space Plan.
Informs planning-related department policy initiatives.
Participates in public outreach meetings and events.
Applies planning expertise to BPRD's role in reviewing the open space impacts of development projects through the Boston Planning & Development Agency (BPDA) Article 80 and small project review processes.
Monitors and coordinates BPRD planning projects by outside contractors or consultants as required.
Contributes to city-wide planning efforts, including technical analysis associated with Imagine Boston 2030 and other efforts.
Develops and maintains the Department's GIS-based Asset Management database and associated GIS data, consistent with the goals and objectives of the Department, incorporating data updates from the parks inspections program and other sources. Develops systems and analysis for programs, including:
Asset management
Emergency Management
Facility analysis
Service level development
Asset lifecycle planning
Capital planning evaluation, validation, and prioritization
Coordinates GIS data to support planning-related projects; develops standards and implements procedures for GIS creation and maintenance of maps and complex databases.
Develops graphic representations of geospatial data; produces maps, charts, and other graphic information displays; develops written reports of data; develops, maintains, and updates a variety of map resources.
Researches data sources, digitizes data and collects geospatial and attribute data in coordination with the City's IT department (DoIT). Works with the DoIT department in mapping park facilities on the Parks website.
Synthesizes multiple perspectives and understands the impacts and implications of complex problems and decisions.
Works constructively in a collaborative, interdisciplinary environment and establishes and maintains effective working relationships.
Acts as technical advisor to department staff on questions or problems related to GIS and mapping.
Communicates with other city departments about BPRD planning work.
Performs related work as required.
Minimum Entrance Qualifications:
At least four (4) years of full-time, or equivalent part-time, paid technical or professional experience in work in which the major duties included planning research and analysis using software such as a GIS-based asset management database.
A bachelor's degree in urban planning, landscape architecture, or related field may be substituted for two (2) years of the required experience.
Strong oral and written communication skills, including demonstrated proficiency in plan-writing skills through completed plans, reports, and/or research.
Strong computer skills, especially in Microsoft Office and ArcView GIS skills.
Familiarity with using a geodatabase to edit, maintain, and share data.
Strong business planning, organization, and project management skills.
Ability to exercise good judgment and focus on detail as required by the job.
Demonstrated skills in thinking creatively and recommending solutions to solve complex problems.
Preferred Qualifications:
Master's degree in a related field (Urban Planning, Landscape Architecture, Geography, Urban Studies).
Previous experience working with federal, state, and/or local governments.
Prior experience in parks and open space planning or design.
Proficiency in graphic design software (Adobe Creative Suite).
Familiarity with Esri's Web App Builder application.
Knowledge of publishing map services from a geodatabase to ArcGIS Online.

This is a temporary, capital project-funded position for approximately three to five years or until the ending of the project.

Under the direction of the Commissioner and his/her designee, performs work of moderate difficulty in the department's Design & Construction Division in the planning, management, and review of design and development projects and performs related work as required.
Responsibilities:
Responsible for the Development of capital projects and monitors the design and construction of open space, park, and playground projects by outside contractors (schematic design, design development, construction documents, contractor selection, construction monitoring, and project evaluation).
Produces finished drawings for design and detailing of park and playground improvements such as, but not limited to site improvements, paving, drainage, site structures, play equipment and landscaping.
Assists in the planning of development programs, the formation of departmental design standards, and the evaluation of development and maintenance programs.
Provides site support for parks and playgrounds, including writing grants and proposals, producing and overseeing maintenance contracts, repairs and improvements, and play lot audits.
Organizes and participates in inter-agency, interest groups, and community/public meetings to obtain/promote approvals and consensus for development programs.
Minimum Entrance Qualifications:
Applicant must have (a) at least four (4) years of full-time, or equivalent part-time, paid professional experience in open space parks and playground development involving site analysis, design, drafting, construction documents, cost estimating, and construction supervision in public or business administration of which (b) at least two (2) years must have been in a supervisory or administrative capacity or any equivalent of such experience and substitutions as determined by the Division of Personnel Administration.
A bachelor's degree in a related field is preferred and may be substituted for two (2) years of the required experience. No Substitutions will be allowed for the (b) experience.
Strong writing skills are preferred.
Landscape architect preferred.
Must have and maintain a current MA driver's license.
Ability to exercise good judgment and focus on detail as required by the job.
This is a temporary, capital project-funded position for approximately three to five years or until the ending of the project.
Must be able to work any assigned shift/any assigned location.

Overview:
Under the direct supervision of the Director of the Capital Plan, the Project Manager II will be responsible for the management of the department's design and construction projects, including larger scale and highly technical projects, from the initiation of funding to the construction closeout.
Responsibilities:
Managing design and construction budgets, schedules, and quality.
Managing design consultants and contractors and their contracts and projects close out.
Training of project managers.
Collaborating in designer selection.
Working with internal units that use and maintain open spaces and constituents.
Maintaining project documentation and files.
Assisting the division in improving policies and procedures.

Minimum Entrance Qualifications:
A Bachelor's Degree in Landscape Architecture or Civil Engineering is required. Masters preferred.
At least five (5) years of experience in open space construction management, engineering, or landscape architecture is required.
A minimum of four (4) years of experience in management, budgeting, and scheduling of parks and open space construction projects is preferred.
Knowledge of construction, contract practices, and knowledge of MA Building Code, general/subcontractor relations, trade customs, MA construction statutes, Chapter 30 39M, and regulations preferred.
Experience working with permitting and oversight agencies preferred.
Strong interpersonal, organizational, problem-solving, written, and verbal communication skills are preferred.
Engineering or Landscape Architectural registration is preferred.
Appropriate educational substitutions may be made.

Director of Parks and Open Space
The Town of Brookline, a culturally diverse community of 62,000 surrounded on three sides by Boston, is accepting applications for the Director of Parks and Open Space position. The Town of Brookline has an exceptional network of historically significant, well-maintained, and beautifully designed parks and open spaces that are highly valued community assets critical to our residents' quality of life. The Director reports to the Public Works Commissioner and is responsible for managing, organizing, and directing all activities of the Parks and Open Space Division, including the planning, design, acquisition, construction, and maintenance of Town parks, playgrounds, cemeteries, street and park trees, school grounds, town grounds, athletic fields, conservation areas, and small green open spaces. The Division administers environmental laws and policies, open space protection and management, water resources management, and open space planning initiatives and is responsible for weather-related emergency response operations, including snow, ice, forestry and severe storm events. A demonstrated leadership role that prioritizes diversity and inclusion; the Director coordinates park and open space projects and operations with all Public Works Divisions, other Town Departments, boards, commissions, and outside agencies to ensure the professional and timely completion of Division goals and initiatives.
The Director of Parks and Open Space oversees the management of fifty (50) full and part-time technical, operations, labor and administrative staff, maintains labor relations, and monitors the tracking/reporting of all work functions. The Director assures the Division has adequate resources to fulfill its mission through proper budgeting, planning, partnerships, grants, contractual services, personnel selection, training, and development. The Director is responsible for preparing and updating the Capital Improvement Program (CIP) budget, successful execution of projects and providing oversight of expenditures. The Park and Open Space Division CIP's 6-year budget through FY 2030 is estimated at over $25 million.
The Director plans the Division's seasonal and long-range work program, facilitates extensive public review processes, oversees the development of stewardship and maintenance plans for the care of open space, and acts as a technical advisor and liaison to several Town agencies and boards. The Director researches, develops, and implements policies, procedures, and practices to accomplish objectives, provides best in class services and programs; prepares reports, and makes appropriate recommendations. The Director presents projects, interprets policies, and addresses issues and concerns at meetings, often outside regular working hours during evenings and weekends, and provides staff support for the Town's Park and Recreation Commission, Cemetery Trustees, and Tree Planting Committee; and acts as a liaison with the Brookline Greenspace Alliance and others as appropriate.
Job Requirements
This position requires a Master’s Degree in horticulture, planning, engineering, natural resource management, forestry or related field; with at least ten years of experience designing, planning, and directing the operation and maintenance of public lands and forestry at the management level; or any equivalent combination of education and experience. The job requires an individual who:
